Local Forum on Public Management and Social Development of La Guajira

The first Forum on Public Management and Social Development of La Guajira is scheduled for Thursday the 16th of February at Anas Mai Convention Centre in Riohacha. The Forum is sponsored by Cerrejón Foundation for Institutional Strengthening (CFIS) in alliance with Banco de La República, La Guajira Chamber of Commerce and the Ford Foundation.
Its main goal is to study the scope of public policies to be implemented by territorial management agencies from 2012 – 2015 based on: new regulations on territorial distribution and financing, good governance policies, openness and administrative efficiency. Laying out these issues is of great importance for the development of the department of La Guajira and its municipalities.
It has also the purpose of promoting municipal institutional strengthening in Colombia and La Guajira, which will serve as reference for institutional modernizing that territorial bodies must undertake in order to adjust to the new political and financial environment.
As guest speaker, Former National Comptroller and academic consultant for Colombian Caribbean Watch, Antonio Hernández Gamarra will hold his lecture “Institutional Development for Municipalities and Social and Economic Wellbeing of La Guajira.”.
Director of Sustainable Territorial Development for the National Planning Department, Oswaldo Porras Vallejo, will talk about “Strategies of Project Financing for The Social, Economic and Environmental Development of La Guajira: Based on The National Development Plan 2010 – 2014, Royalties and New Territorial Distribution.”
The Forum will also include testimonies on territorial management modernization developed by the CFIS and the World Bank in the municipalities of Hatonuevo and Fonseca as well as in other regions of the country.
