RADIAN y Factoring

For Cerrejón, it is important to maintain regular communication with our suppliers regarding payment processes and invoicing. In this regard, we wish to inform you that the National Tax and Customs Directorate (DIAN) published Resolution 15 on February 11, 2021, which introduces changes to factoring practices and outlines the management of the RADIAN platform, where the financing system will be handled.

What do I need to know about RADIAN?

DIAN created RADIAN, which is designed to register valid electronic invoices for free commercialization and allows consultation of the situation and traceability of events related to these invoices. As a result, invoices will be considered as negotiable instruments, since the documents reflected on the platform will be validated by DIAN.

If you register an electronic invoice on the RADIAN platform, it can be commercialized through the various factors available in the market. These invoices will have different annotations, which will be used to carry out the following validations:

  • Ensure the electronic invoice has the correct structure stipulated by DIAN.
  • Ensure it is registered on the DIAN platform with a valid Cude or Cune.
  • Confirm the acceptance of the document by the recipient of the invoice and validate that it is not rejected.
  • Verify that the document does not have any circulation restrictions.
  • Ensure the invoice has a due date later than the transaction date.
  • Confirm the invoice has not been canceled.

If these validations are successfully met, the document will proceed to circulate in the market, which will involve the following events:

  • Acceptance
  • Electronic endorsement
  • Limitations to the sales invoice
  • Electronic payment notice for the invoice
  • Guarantees on the invoice
